A paradigm shift in the free zone concept happened on 22 July 2025. The Dubai Free Zone Council, DFZC, brought a change in the licensing concept – One Freezone Passport. A unique initiative that is going to change the scenario of business expansion.

A single license, operation in multiple free zones. That is what One FreeZone Passport is all about. Aligning with the financial strategy, Dubai Economic Agenda D33, this offers a win-win situation for both the Dubai Government and the investors. As stated by Sheikh Ahmed bin Saeed Al Maktoum, Chairman of the Dubai Free Zones Council, this is going to be a game-changer.

What is D33 – Dubai Economic Agenda?

Dubai Economic Agenda, D33, is a decade-long financial strategy launched in January 2023. This plan aims to double Dubai’s economy by 2033. The aim is to take Dubai’s cumulative economic activity to $32 million within the stated timeframe. A comprehensive development plan is what the authority has designed to achieve this objective.

The key elements that would make this plan possible are:

  • New projects in trade, tourism, technology, and the digital world.
  • Promoting innovations and new technologies through Sandbox Dubai, a testing environment with temporary regulatory relief.
  • The addition of at least 400 cities around the world to Dubai’s trade map, an attempt to reach out to more global stakeholders.
  • Enhanced tourism activities to elevate the position of Dubai in the world tourism map and acquire more revenue.
  • Promoting green and renewable technologies to remain responsible to the world. At the same time, we need to ensure a safe and sustainable world.

What is One Freezone Passport?

You can compare the One Freezone Passport to a Schengen Visa. The Schengen visa allows travelling to 29 member countries of the Schengen area with a single passport. With the One Freezone Passport, an investor can operate in multiple free zones with a single license. Thus, the entrepreneur doesn’t have to undertake regulatory processes and license procedures for each of the free zones.

A streamlined and seamless business setup process for multiple free zones in Dubai is what One Freezone Passport assures. The business setup costs in the Dubai free zone also come down with this provision. This will ease the business setup further, besides attracting increased global investments to the free zone in Dubai. Although the heading is “Drawbacks of One Freezone Passport,” the points I mention here are not actual drawbacks. Rather, there are a few limitations implemented to maintain the regulations to ensure that Dubai’s financial policies and rules remain intact.

  • Entities must lease physical offices/ warehouses in each of the free zones they would be operating.
  • Expat employees cannot be assigned to any free zone. They must remain in the free zone as per the visa/ sponsorship. Reassigning them will require a new sponsorship.
  • Virtual offices and flexi desks are not permitted for multi-free zone operations.
  • The companies should abide by the regulations for safety, security, HR, and the specified regulations in each free zone.

The present regulations indicate that HR is a crucial aspect in the case of One Freezone Passport. This might evolve subsequently, with further assessment and analysis. The Dubai Free Zone Council might amend or modify the policy to suit the needs of the companies, i.e,. seamless movement of manpower across free zones. As of now, entities choosing this unified license need to recruit men for each of the free zones.

In my view, maintaining the main team in the primary operating jurisdiction and maintaining a small team in the remaining zones would be ideal. The employee strength can be managed depending on the performance of the company. Accordingly, manpower can be increased/ decreased.

  • One Freezone Passport is a new license model introduced in July 2025. It allows multiple free zone operations for companies. Entities do not have to obtain individual licenses for each of the free zones in Dubai; instead, this single license is enough.
